What are ActiceX controls? Do I need them? Why can't I find a place that
works to download ActiveX Controls?

ActiveX controls are the programable control located in the Control
Toolbox in Word...View > Toolbars > Control Toolbox...or you can find
more in the VB Editor.

These are the controls you use to create a dialog box or to add
automation to your documents.

Do you need them? Only if you plan to do some document
automation/programming in Word using VBA.

Why can't you find them? I have no idea! But you already have a pile
of them in Word, but you need to learn VBA to use them.

Check out this free video from my Word AutoForms and Beginning VBA
course. In it I demo ActiveX controls on a page from Lesson 6, and
you'll see how it's done.
