Why I can not use a cell background picture?

Using Front Page 2003 I can no longer set a backgrpund picture on any cell or
tables. Any Ideas on why or how can I fixed this issue?

Set your browser and browser schema to ie5 in Tool Page Options Authoring
- caused by an error in the schemas for level 4 browsers
