why i can't insert picture or file ?

i tired so many time to open any new file or picture and also i can't open
file from word or outlook or Excel
i don't know what the problem and how i fix it?
i try so many way to open file but also no use
please if any one know how to fix this problem

without a description of what happens when you try to work with files, it's
impossible to offer much help. Based on the little you give us, I'd say you
might have a problem with anti-virus or a document management system.
