Why is Office XP startup applet in my account only?

After installing MS Office XP on Windows XP Pro

"C:\Program Files\Microsoft Office\Office10\OSA.EXE" -b -l

is placed in the startup folder of my account. What does this applet do, and
why has it not been placed in other user's startup folders, or just in the
all users startup?

it is only a speed-up tool for office applications to load. if you would
like, you can move it to the All Users folder.
