why is publish not highlighted??

Hi Am wondering if anybody can help me.

I have made a webpage,save it as name.htm as webpage. But when I go to
publish it is not highlighted.

Can you tell me how I do this. The webpage was made in another program, but
if I copy it into a new fp web page, it still will not save so I can
publish.

You need to Open a Web first, and then create the page. Or, Open a new Web and
then import the page.
