Why is the actual work auto updated when I update the ‘% complete’?

Thanks for taking the time to read.

I have updated the task (work = 8h) by inserting the actual work 2h. I then
realize that the task is completed, but now can not find a way to tell MSP to
change the %complete to 100% but keep the actual work at 2h. MSP wants to
change the actual work to 8h.
