Windows Installer runs when sending or receiving

i recently had a difficult time installing Office Ent. 2007 due to its
inability to open the CAPICOM Reg entries; after reading what they are, i
deleted them and it installed fine; (there were, of course, several
interruptions in the initial attempts at install...)

now, when i'm actually receiving an email or sending one, my Win Installer
wants to run. also, the entire app often just hangs when i'm sending a reply,
to where i have to "End Process" and start again.

i've tried the Windows Installer Cleanup, for both Outlook AND Office Ent.
entries, to no avail.

Please help?
