Windows reinstall

I had to reinstall windows. Can't open any programs. Do I have to reinstall
all programs? They are all still in the programs folder. I'd like to get my
outlook address book back asap.

Yes you will have to install the programs, and you should have backed-up you
data before you started; it might still be there, and it might not, only one
way to find-out now!
