does anyone know how i can use adobe acrobat writer to
edit a document i have scanned?

Adobe Acrobat is *NOT* an OCR (Optical Character Recognition) package. You
will need OCR software to do what you desire. I use ABBYY Fine Reader, but
there are many others.

will need OCR software to do what you desire. I use ABBYY Fine Reader, but
