Wizards will not install correctly

Wizards will not install correctly.
Access 2003, open a data base (even a new empty database), click tools,
analyze, table. Then pick any of the options, table or performance or
documenter. We get an error. The first time it asks to install the wizard and
we insert the disk. It looks like it installed but then we get:

Microsoft office access can’t find the wizard, or the wizard has not been
installed, or there is a syntax error in the Declaration section of the
Visual Basic module.

The wizard you need may be missing from the Libraries key of Microsoft
Office Access section of the Windows Registry, or the wizard has been
disabled.

What we have tried:
1. run repair of the office install.
2. run reinstall from CD
3. checked if any addins were disabled (none were)
4. updated Microsoft Jet 4.0 per Tech net

5. it happens on every PC we have (4)


Windows XP Pro SP2 latest patches
Office 2003 Pro latest patches
Intel P4 512 meg ram
