The PDF format is not an image format, it's a document format.

If you have an appropriate version of Adobe Reader installed, you may be
able to insert a PDF using Insert > Object.

pdf2picture tool converts PDF files to the native Windows vector
format WMF, which you can import and edit in Publisher. Graphics,
images and text strings are all supported and reproduced as such in
WYSIWYG layout.

See http://www.pdf2picture.com for more information and a free trial. You can
also send me a sample PDF file via email for a quick test.

The tool ($59) is listed on the Microsoft Office Marketplace, and is
referenced in the online Help for Publisher, Visio, PowerPoint etc
