Word 2003 - hidden text problem

If I have a document with the following:
Line 1 = some text
Line 2 = text, formatted as blue, italic and hidden
Line 3 = a blank line

I can toggle the display of the hidden text with the Show/hide button. If I
show the hidden text, and go to the blank line, things are ok. If I hide the
hidden text, then go to the blank line, it gets confused - it shows the
cursor is in italic. If I type something, it then shows the hidden text and
the typed info is inserted before the hidden line. It's like it's confusing
the hidden line above with the next line.

I want to have this so I can have a document which has instructions on what
to fill out, then the blank areas where the information is entered. Having
the instructions as hidden is great so that you don't have to search through
the whole document and delete all the instructions before you publish it -
you can just hide it. And no, keeping the hidden text displayed is not the
answer - I really don't want to be in a meeting with my business users and
have them see all the instructions.

Anyone know how to solve this?
