Word 2003 - Ruler - Top Margin not adjustable

I have Word 2003 where the top margin is not able to be adjusted.
I am not able to slide the margin down at the ruler. I am able to
adjust the margin settings at the page setup.
Any ideas?

I would guess that you have hidden the white space, so it looks as though you
can't change the top margin. Go to Tools | Options and click to show white
space. You can also do this by moving the cursor to the top edge of the
document and clicking once to show white space (this is a toggle so that's
probably how you hid it in the first place). Hope this solves your problem.
