The WordArt button is on the same Object Toolbar along the left side of the
screen, same as before. You could also go to Insert > Picture > WordArt.
You cannot insert an empty WordArt object unless you use a space as the
objectin the WordArt. Publisher allows you to keep an empty frame after you
delete the "Your Text Here" text.
