The latest version that will run on Windows 98 is Office XP (Word 2002). You
can get this as part of Works Suite 2004; that is by far the cheapest way to
acquire Word (and may be the only way you can buy it new at retail). See

If you just want a cheap option, try garage sales. Office 98 and even 2000
show up for a few dollars a CD. Make sure you get the original packaging
with the product key on it.
