Is it possible to force Project to break work in specific increments, i.e,
quarters hours vs percent of total work, example:
7 hours for three people
1 - 3.75
2 - 2
3 - 1.25
instead of:
1. 2.33
2. 2.33
3. 2.33
Any help would be appreciated. Thanks.

You can do that manually, for instance in the task usage view.

I know I am just probably grabbing at straws, but can I format the percent
work effort so that work will round up or down to quarter hours?

I really don't think so.
Again, my advice is and will always be to enter work instead of percentages.
