"You Are Not Authorized to View This Page" message

I am trying to create a "web page" that will allow users to just see a list
of files. In my site, I created a folder and inserted three sample PDF
files. I then created a web page that linked to that folder, not any of the
files. When it is located on my local machine, it opens up the folder and
shows the files. Once I get it published to the site and I click on the link
to open the folder, it opens a page that gives me the "You are not authorized
to view this page" error.
The site is setup for anonymous browsing and the folder has both the "Allow
scripts to be run" and "Allow files to be browsed" options checked.
Any ideas on how to make this work?

Is the "Allow files to be browsed" actually checked on the *remote* host
server?

Please forgive me, but where would that be located on the host server?

You would need to contact your host to have them set it up.
