Access 2003 won't open without read only

We are opening a new plant and the developer has used Access 2003 to build
his app. I loaded a previous copy of the database on a local server down
here and was able to interface/update without any problem. On the production
server that has a different IP address, when I try to open the mdb across
the LAN in Access, I get a message that the database is read only.
Additionally, I can't update tables in a custom app that I coded to
interface with it.

I've checked permissions/security/sharing and database settings till I'm
blue. I'm copying that database down to our server, but that's taking 20
minutes across the lan. Is there any reason I can't open
192.168.xx.xxx\c\temp\sakine.mdb from 172.xx.xx.xx? The database is setup in
shared mode/Access 2000 format with record level locking. The mdb file (from
what I can see) is not read only. It was copied via USB device (not a cd).

Any clues?

Well, I'm not sure I like this answer, but if I opened up the permissions on
the whole c:\ drive, it works.
