'Accounts' option not appearing under 'Tools'

I am using Outlook Express 6.0 and the option to
create 'accounts' to configure my internet mail to my ISP
does not appear. This only happens on my laptop. Desktop
has the option. Both are running Windows 98 SP2. Can
anyone help?
