Activation problem--won't let me buy online

When I try to activate OneNote it is not giving me the
option to purchase a license online. It only gives me
the "Enter Product Key" button. According to the help
file there should be another button there to purchase a
key, but it is not there.

I've never seen any option to PURCHASE a key on the activation screen
before. I think you need to do that with your software retailer. Where
in the help file did you see it say you could purchase a key from that
screen?
Are you using the Trial version or SP1?

I have to go to Activate Product, then click Convert, and I get the screen
where the Buy Key Online button should be. If I click Help I get the
following article below. It does mention that the option is not available
in all countries, though I would have thought it would be in the US. I
don't want to have to go to a store.

Microsoft Office Setup: Trial Conversion
In order to convert your Microsoft Office 2003 trial into the corresponding
full product, you need to enter a Product Key obtained from a full product
you have already purchased. Converting from trial to the full product will
remove the usage limits on the software; none of your application settings
or data will be affected by the conversion. You can only convert a trial
with a Product Key from a full version of the same Microsoft Office System
software.

This dialog provides you with two options for converting your trial, based
on whether or not you have already purchased a full product. If you have
already purchased your full product either online or through a local store,
click Enter Product Key to go to the next dialog where you will enter the
Product Key found on your CD case or a confirmation email from your online
purchase.

If you have not yet purchased a full product, click Buy Key Online to buy
the full product over the Internet. After you receive the Product Key for
your copy of the full product, return to this dialog and proceed with
conversion by clicking Enter Product Key. The ability to buy a Product Key
online may not be available in all countries/regions at this time.

Hmmm...that must be something unique to the trial version I guess. I've
never heard of that but I'll follow-up on it and see if I find out anything.

O.K., as it turns out that Buy Key Online button was added in a later
version of the Trial. You must've downloaded yours prior to 3/31/04 (when
it was added) so it's not available in the build you have.
You can either download/install a more recent version of the Trial and
buy online from that, or buy the product either from a retail outlet or
online. If you want to buy it from Amazon.com I have a link to that in
my FAQ (see the signature block) or you could just go to Amazon.com and
find it yourself. Also I'm sure there are plenty of other online stores
that sell it.
