'Actual Cost' vs 'Cost'

Currently in our project plans, the 'Actual Cost' and 'Cost' are not
calculating in a sandard manner across the board.

Currently we have instances, in which a task shows as 100% complete and the
'Actual Cost' and 'Cost' match.

On the other hand, when we have a task that is in progress, the 'Standard
Rate' and 'Cost' and not calculating correctly based on the 'Standard Rate'
and % of task complete.

Any thought as to why this may be occuring?

Is the work for the resources spread linearly accross the entire duration?
One cause of this situation is a task that is front loaded with work meaning
the cost curve will lead the %Complete accumulation.
