Adding Email Accounts

I have Office XP. My outlook 2002 was working fine,
until a few days ago when it stopped sending and
receiving POP3 email. I see all the accounts under the
Email Accounts and I have tried removing all of them and
readding but still Outlook will NOT send or recieve.

I have also reinstalled Outlook.

I see nothing in the KB about this issue.

Anyone have any ideas?
