Alter a picture

Is it possible to ungroup an imported picture and make changes to it? I have a picture of a maple leaf and I would like to keep just the outline. Using WORD 2003, Windows XP. If not there is any program that would do it

It depends what sort of picture, but in most cases the answer will be no.
Most pictures will be bitmaps, and to edit those you will need a bitmap
editor. The Rolls Royce of bitmap editors is Adobe Photoshop, but there are
lesser applications that will do the job.
Alternatively you could use a drawing application such as Corel Draw and
trace the outline to produce a scalable vector drawing of the leaf.
