Any ideas as to how to make an index ?

97 (or its PDF version..)

Run fast enough and they might not be able to catch you and make you do
it! ;o)

Publisher 97 has no index features, and no automation features (e.g.
VBA) to allow the creation of an index. You'll have to do it manually.
Wait until your publication is completely finished (no more changes -
apart from adding the index, of course), then go through a hard copy
with a highlighter, then a pencil and paper (or Excel), then type the
results into the final pages of the publication. I don't envy you!

Even Publisher 2007 does not support the creation of a table of contents or
an index.

No, but it does have automation features that might make it slightly
more manageable.
