Assign Task Button?!

Am I assuming correctly that the reason the "Assign Task"
button is not available is because Outlook on the
particular PC in question is not setup with an Exchange
email account?!

Task Request you mean? I've got it listed here in Outlook 2003 with a POP3
account here as well.
You can add it by View-> Toolbars-> Customize...

You are correct - in order to you the assign function of Task you need to
have an Exchange Server.

Actually, no, you can use task assignments without Exchange, as long as both
parties have Outlook.
