Assigning Issues

We are using Project & Project Server 2003. We need to assign an Issue to an
enterprise resource (who has been added to the team for this specific
project). However, when we select the drop down list to assign the issue - we
dont see any of the resources in this project. We do see the owner of the
project, and the two project administrators. We also see a random resource
that is not assigned to this project at all. I thought it might be a
permissions thing, but it on;y seems to affect this particular project. does
anyone have any idea what causes this?
