Assigning Resources to Issues

When creating a new issue my users see a very shortened list of resources in
both the assignment and owner fields. Approximately 20 out of the 350 in the
resource pool and PWA accounts list. I need to know how the drop down lists
are populated and how to get the appropriate resources into the lists.

Right now no matter who is creating the new issue the list is the same,
leading me to believe it has nothing to do with permissions in Project Server.

In SharePoint I've synchronized the administrators and a few individual
projects to no effect.

The list includes anyone with assignments in the project who use Windows
User Account authentication. Hope this helps.
