Assigning Single Resource for Multiple Tasks

I am having an over allocation problem when I assign a single resource for
multiple task. Say for example, ‘Resource 1’ is assigned to two projects
(Project A & Project B), each takes 20 hours to complete and both start on
the same day. But Project A has a high priority than Project B. So when
assigned, I want ‘Resource 1’ to work on the high priority one first and then
start with the other. But it is not working the way I wanted. When I assign
things in MS Project, it makes ‘Resource 1’ work on both of them together
(more number of hours for the high priority project and less on the other
project) with an over allocation notice. Can somebody help me how to achieve
this? Thanks.

There's one more step. You now need to resource level to shift the lower
priority task out into the future until it's clear of the conflict with the
higher priority task. Each task's duration is 20 hours, starting together.
Resource A is assigned to both tasks 100%. He is overallocated because
he's expected to work at double his capacity (assuming his max allocation in
the resource sheet is 100%). He'll be working an equal number of hours on
both tasks. Resource leveling will shift the lower priority task until his
peak allocation drops to 100%.

You are using the term "Project." Do you mean a project, a bunch of
different related activities, or do you really mean "task," a single,
discrete work activity?

Thanks for your reply. First when I posted the same question with the
subject "over allocation when assigning a resource to multiple tasks" it gave
me an error saying it was not posted. So I reposted the question with
different heading. Sorry for posting same question twice. I really appreciate
your time.

When I did the leveling in Project 2000 I could not achieve what I wanted.
But when I tried in Project 2003 it worked. Thanks once again for your help.
