Attachments are read only

When word or excel attachments arrive in the inbox and are
opened rather than saved they open as "read only". I have
tried reducing the security settings and this sometimes
works.

It there a way of telling outlook that all attachments are
safe to open.

Save then open the attachment. Opening it from the preview pane opens it
read-only
