I cannot seem to open or send attachments that are merely
URLs (links). How can I customize Outlook to let me send
and receive these? {Everytime I click 'send as link' on
IE, the recipient can't open it. Same happens when I
send things to myself.)

Because secure versions of Outlook block link files, I recommend that you
use a little free add-in for Internet Explorer when you want to send someone
a link to a page. You can get MailTo_URL from
http://www.slipstick.com/addins/gallery/index.htm#mailto. It adds an "Email
Page" command to the right-click menu in IE and uses the title of the page
for the subject of the mail message.

Make sure that the registry entry you create to tell IE where to find the
application matches the location where you save the program.

You can edit the registry for this, but I prefer a
program called "Attachment Options' from Slovak
Technologies. It adds a tab in the Options page in
Outlook and you just drag-and-drop to allow specific
attachments.

That doesn't address the issue, because you have no control over what the
settings are at the recipient. Outlook actualy is quite happy to let you
send a .url file, but if the recipient can't open, there's no point.
