Auto Complete phases

In Outlook 2002, is there the feature set up auto
complete phrases. For instance, get outlook to suggest
that when I type "how is", outlook suggests I may be
typing the predefined phrase "how is it going"

no, outlook doesn't support that. You can use word as the editor and use
autotext to insert phrases.
