Automatically trust embedded Excel worksheet in form?

I have a group of users that are running both Office 2002 and 2003. They use
custom forms for scheduling appointments. The forms have Excel worksheets
embedded in them. Prior to Outlook 2003, it was possible to open the
worksheets for editing without having a "would you like to trust this
source?" message displayed.

Now that Office 2003 has been installed, the users cannot automatically
trust the source of the embedded Excel worksheet. These forms are several
years old, and were not signed, nor is there a certificate that can be
trusted. I have tried to use Outlook Security Templates to set the "Allow
In-place Activation of Embedded OLE Objects" property, and automatically
approving "executing a custom action via Outlook object model" and "accessing
the ItemProperty property of a control on an Outlook custom form", but these
have not altered the behavior of the popup message about trusting the source.


I have also set all macro security settings to Low, and every other trust
setting I could find to as permissive as possible. Is this "trust this
source" popup just a "functioning as designed" feature that my users will
have to live with 300+ times a day, or is there another way to resolve this
problem?
