Background Anchor and margins - why does my background move?

Hi,

I have placed a background image to imitate a letterhead. It prints fine
but if I move the margins in Page setup, my background also moves......

How can I anchor the image so I can decide where to place my margins as I
like?

Position the graphic relative to the page, not the margins or the anchor
paragraph.
