The Outlook data file should be here:

C:/Documents and Settings/USER NAME/Local Settings/Application Data/Microsoft/Outlook/Microsoft/Outlook

On an XP machine, using Outlook 2002.

On the system is a 'C:\Documents and Settings' directory also i see the
users of the system but non of the users does have a 'Application Data'
directory. Even the administrator doesn't have one.

Open Outlook - under Help->About, what does it say for your version?

Type in the location in the address bar. It's hidden by default.
To unhide all files go to Tools --> Folder Options --> View --> Show Hidden
Files and Folders.

One should be there. Chances are that the directory is hidden. Change
your file settings to show hidden files and folders and hopefully you
should be able to see everything.
