Can I create a text box that limits the word count in the box?

I'm creating a form. I want to include a text box, or some other feature,
that only allows the user to input 75 words. I want it to either
automatically tell them how many words they are typing in or cut them off
when they exceed the word count I have set.

The number of characters (not words) can be limited in text form fields. See
