Can I upgade from Publisher 2000 to Publisher 2007?

My Publisher 2000 is a bit long in the tooth. Can I buy the upgrade to
convert to Publisher 2007 from this version?

Each version is stand alone...there is no
conversion option that adds new features
to an older program.

But my question is, does Publisher 2000 qualify for the upgade version of P
2007?
Fairly important due to price difference between the upgrade and new initial
product.
