Can task duration be dependent on finish date of another?

I'd like to have a flexible duration for a task, which is dependendent on
other tasks both for its start and finish.

Example:
task 1: Ann makes widgets
task 2: Bob makes widget packaging
task 3: Carl puts widgets in packaging (FS1, FS2)
task 4: Diane oversees tasks 1, 2, and 3

Task 4 should start when 1 and 2 start and continue until 3 finishes.
How best to do? What if the start dates for 1 and 2 are not set together,
but dependent on various (independent) preceding tasks? I'm looking for
something more robust than manually summing the durations of the other tasks
and assigning the total as a duration to the task in question; I'd like to
create a predecessor-driven duration.

You need to create a milestone to handle all predecessors, then you can have
