Cannot Format Cells

I have a spreadsheet that when you click on a single or
multiple cells you cannot get go into format cells, it
doesn't work whether you use right click or from the menu
bar. However; if you higlight the entire row or column
you can format the cells. Does anyone have any ideas as
to the problem or fix? Also if I open another file format
works fine. I use Excel 2000

The only time I've seen this is when the original workbook was created in a
different program--crystal reports or Lotus 123.

I included a few "sacrificial" cells in my selection, made my changes to all of
them.

Then went back and fixed the sacrificial cells to the way they were supposed to
be. (Try a cell way out of the way of where the data really is.)
