Cannot use selected template

Office2003 Pro, updated, Win2k sp4

Just started getting this err msg when I use the New or Open Office Document
shortcut
'The program associated with the selected template cannot be started, or the
program cannot use the selected template'

If I start an Office app, then select new doc, I am able to select/open from
a template so it only appears to effect the Start> New or Open Document
shortcut

Have run detect/repair and tried MS kb without any hints - all was prev.ok

Well I searched and deleted all instances of Normal.dot, including temp and
the problem seems to have been cured.
