Can't drag a task bar in Gantt view

I asked this question in another forum, and didn't get help there.

I have Project Standard 2002. In Gantt Chart view, when I park the
cursor over a milestone it changes to the 4-way arrows and I can drag
that milestone to the right [ = change its start date]. With a regular
task I can't do that. The cursor changes to % if I park on the start
date [so I can change % complete] or to right-arrow if I park on the end
date [so I can stretch the duration.]. But it desn't change to the 4-way
arrows to let me drag the task in time. Why is this so ? I remember this
used to work, it's a very handy
feature.

Any help will be much appreciated.
