Can't move tabs

I inhererited a visio file with several tabs. the last 2 tabs won't let me
change their sequence. When I drag them I see the triangle I normally see
but it's covered by a circle with a slash through it. If I right click the
tab and select reorder, these 2 tabs are in the list.

Correction in the last sentence - they ARE NOT in the list.

And.... The bottom right ofthe screen shows Page1/8, Page 2/8, etc when I
click on the first 8 pages. There's 10 pages in the file and the last 2 show
nothing down there next to the little status window.

Had this problem with a file created in 2002 Pro. The pages were 'Background' to other pages.
