Can't send from Outlook 2002 through my pop server

No matter what I try (and I've done everything suggested,
so far), Outlook will not send anything. Anyone help?

Probably needles but is Outlook not in Offline mode perhaps? File-> Work
Offline

Any errors? Where are your send messages stuck in?
