Cell Popup notes

How do I add a popup note to a cell? This is not the same as a Comment Note and does not include a placeholder in the cell. These notes only show when you click on a cell or group of cells. I read something in a Microsoft Newsletter about it but cannot find it now.

Those are input messages, created by choosing Data>Validation, Input
Message tab.
