clip art appears as a blank box in Word 2003

I have a user that has User permissions and everytime she tries to paste a
clip art image into Word, it appears as a blank box, but if we right click on
the blank image and select edit picture, then it will appear.
Any ideas on to how to fix this or why it is happening??

In Word, click on Tools | Options | View | check the "Drawings" box and
uncheck the "Picture placeholders" box | Print | check the "Drawing objects"
box | OK.
