closing a project

I have followed the necessary steps for closing a project and lockin
down protected actuals. I zeroed out remaining work, changed resource
from committed to proposed and republished the plan and tasks, however
resources are still seeing the tasks listed in the PWA. Did I miss
step? Could I be missing a patch? We're using Project Professional an
Project Server 2003.
