Contacts Folder not visible nor available for emails

The Contacts Folder is not visible in the navigation window under
Personal Folders. The buttons below the folders listed are: Mail,
Calendar, Contacts, Tasks, etc. When I select 'Contacts', all of my
contacts are there.

When I open the 'Go" dropdown and select 'Folder List' the Contacts
Folder' is visible under Personal Folders. It seems as if there are
two different 'Personal Folders', one with the 'Contacts Folder' and
one without, but yet only one is visible in the navigation window.

When I launch a new email and select 'To', the only thing available is
the 'Outlook Address Book', which is empty. How do I get my Contacts
Folder connect to my 'Inbox'/new emails?

Correct - that's how it's always been.

No - all you are doing is seeing two different VIEWS of the same data....

Click on Contacts and in the L/H pane right-click on Contacts. Choose
Properties and click on the Outlook Addressbook tab. Ensure that the box
"Show this folder as an email addressbook" is checked.
If it it, tell us what version of Outlook you are using.
