Controlling resource availability

We have only recently started using Project Server 2003 and have been asked a
question by one of our managers. The manager wants to know if it is possible
to manage time allocations for resources for other business units. For
example: Manager 1 wants to be able to only allow his resource to be limited
to 20% availability if Manager 2 wants to allocate that resource to a
project. Thereby allowing manager 1 to be able to use the bulk of his
resource's time. Is this possible and if so, how can it be done?
