Converting Text Boxed to .GIF files when exporting to web

I have a Publisher file that is converting text boxes to .gif files. Is
there a way to have it convert it to something that is editable in the
text\html editor?

It is converting to *.gif because you have text boxes or object that are
too close or overlapping.
