Copying / Transferring Contacts from one account to another

I have just created an additional email account in Outlook that will be used
by another family member. Is there a way to transfer the Contacts from the
existing account, and maybe to link them so they will always be the same?

Adding an email account has nothing to do with your Outlook data. It remains
the same.
Perhaps you meant something else. If so, state it clearly.
