Can I use my Publisher program to create documents that I can sell or does
this violate some sort of copyright? The documents are primarily
journal-type pages. I would be using both borders & clipart to "enhance" the
pages. If I can, do I need to put some sort of permission statement on the
documents or at the website where I would offer these documents?

You can create whatever you like in Publisher and use it for any purpose,
and it will violate no copyrights.

The only limits are on ClipArt, and that is that you can't use it in a
corporate logo or resell it in a collection where the primary focus of the
publication is the ClipArt.

Some of the documents, which would be sold as a package or in bookform, are
journal-type pages I've created where the main difference on each page is a
different clipart image in the corner (& maybe a different border). Does
this apply to what you mean by the "primary focus" because the clipart is
what make each page unique?

Sorry for my ignorance, but I want to make sure I'm clear on these
copyrights. I have an old version of Publisher & can not locate my owner's
books.

I think it means you can't sell a package of clipart/images/graphics
(primary focus) that contains ms clipart.

Nope, I think you'd be safe there. Is the text different on each page?

I have a variety of pages made, most do NOT include writing except for an
occasional heading/title. They are pages to be filled in by the user for
journaling purposes. Most pages vary in their layout meaning there are a
variety of different frames to be used for the user's own drawings/sketches
and then lines provided for their journal entry. Some pages look more like a
piece of notebook paper with just a single ClipArt image at the top corner
(these are the ones I referenced earlier). Some look more like a newsletter
layout. It's kind of like a scrapbooking page made ready for the user's own
pictures/drawings & writings only I've used the ClipArt to help define a
theme for the page.

I'd say that's pretty safe.

See the EULA, pay close attention to section 1.2

If you have a valid license to Office, you can use the clips:

Personal items
Business items, under the following restrictions:

1. The clip should not be used as a part of your logo.
2. If you are selling an item which depicts the clip, the clip cannot be
the primary value of the item ( you cannot sell a clipart collection or sell
a book of just clipart, etc)
